Daniel Serfaty
Chairman & CEO
Daniel Serfaty is Aptima’s Principal Founder, establishing and implementing a vision for Aptima as the premier Human-Centered Engineering business in the world. In addition to his management duties at Aptima, Mr. Serfaty’s current work involves the technical leadership and coordination of inter-disciplinary projects for government agencies and private industries in conjunction with several academic, industrial and government teams. These efforts investigate factors that drive organizational performance, expertise development and human-systems integration in large-scale technology-rich socio-technical systems.
Prior to founding Aptima in 1995, Mr. Serfaty was engineering group leader and program manager at Alphatech (now BAE Systems), where he coordinated projects in the decision-making, training, and human engineering areas.
For the last 25 years Mr. Serfaty’s research interests have included the application of rigorous modeling and experimental methods to improve decision-making performance, develop expertise in field settings, and apply systems engineering methods to the design of large-scale organizations. In addition to his technical pursuits, his many industry activities include participating in various technology leadership forums, and serving on the board of directors of small technology businesses.
Mr. Serfaty’s academic background includes undergraduate degrees in Mathematics/Physics, Psychology, and Aeronautical Engineering from the Université de Paris and the Technion, Israel Institute of Technology, an MS in aeronautical engineering (Technion), and a M.B.A. in International Management from the University of Connecticut. His doctoral work at the University of Connecticut pioneered a systematic approach to the analysis of distributed decision-making in dynamic and uncertain environments.

Margaret Clancy
Chief Financial Officer & Chief Operating Officer
Margaret “Meg” Clancy is a co-founder of Aptima. Ms. Clancy has over 25 years of experience in contract administration, government cost accounting, human resources, bid estimation, security, and project management. She has a long and successful record of designing, implementing, and managing all administrative aspects of business organizations and is a specialist at application of the Federal Acquisition Regulation (FAR) Part 31 as it relates to defense contractors.
Prior to co-founding Aptima, Ms. Clancy held the positions of Controller and Vice President of Administration and Finance at Alphatech (now BAE Systems). Ms. Clancy began her career at Raytheon, where she spent two years in an intensive Contracts Management Training Program at various divisions of the company, including Raytheon Service Co., the Submarine Signal Division, and the Missile Systems Division. After graduating from the Contracts Management program, she was appointed as a Contracts Specialist for Raytheon’s Patriot Missile Program.
Ms. Clancy received a M.B.A. in Accounting from Western New England College, and a B.A. in Political Science from American International College. She is a Trustree of American International College.

Jean MacMillan
Chief Scientist
Jean MacMillan is a leading expert in understanding, maximizing, and assessing human performance in complex sociotechnical systems. Her 20-year career has spanned a broad range of accomplishments in simulation-based training, human-machine interaction, and user-centered system design.
Dr. MacMillan’s current research focuses on methods to increase the effectiveness of simulation-based training by linking training objectives to scenario design elements and performance measures. She recently led projects to develop reliable and valid performance measures for teams of F-16 pilots training in a distributed simulation facility and to design synthetic entities that function as team members for simulation-based training of teamwork skills.
Prior to joining Aptima in 1997, Dr. MacMillan was a Senior Scientist at BBN Technologies and a Senior Cognitive Systems Engineer at Alphatech (now BAE Systems). Dr. MacMillan has served on the Editorial Boards of the Human Factors journal and the Cognitive Engineering and Decision Making journal. She is a frequent contributor and strategic advisor to workshops and expert panels on human engineering issues for DARPA and the military services, and is currently co-chairing the National Research Council study “Organizational Models: From Individuals to Societies.” Dr. MacMillan holds a Ph.D. in Cognitive Psychology from Harvard University.

Michael Paley
Executive Vice President
Michael Paley is an expert in improving individual and team performance. Over the past 10 years he has focused this expertise on developing innovative organizational and human performance modeling techniques for the optimal redesign of teams and organizations. This work has been applied in complex environments ranging from Air Force Airborne Warning and Control System Command and Control Aircraft, Navy Aegis Cruisers, to Stability and Support Operations in Bosnia.
Prior to joining Aptima, Dr. Paley was a Staff Member at MIT Lincoln Laboratory, where he was responsible for human factors assessment of the AWACS operator workstations.
Dr. Paley received a Ph.D. in Industrial-Organizational Psychology from the University of Connecticut, and a B.A. in Psychology from the University of Rochester. He is a member of the American Psychological Association and the Human Factors and Ergonomics Society.
